Target Learner: Target group for the course CPC40120 Certificate IV in Building and Construction (Building) includes international and domestic students from various educational disciplines seeking to develop skills in the building and construction industry. This may include:

Qualification Description:This qualification reflects the role of builders, site managers, and managers of small to medium-sized building businesses who apply knowledge of structural principles, codes, standards, and legal requirements to Class 1 and 10, to a maximum of two storeys and Class 2 to 9 Type C constructions, and who plan and supervise safe building and construction work, prepare and administer contracts, and apply quality principles to building and construction projects. Building relates to construction, and Site Management is about managing the factors around construction, such as the deployment of crews with specialised skills (including builders), product compliance, deployment of contract specialised skills, weather, and site location.
Pathways:This qualification may provide a pathway to further studies in CPC50220 Diploma of Building and Construction (Building) or other relevant qualifications. Although it does not guarantee an employment outcome, completion of this qualification could lead to employment as a builder or construction supervisor.
Credit Transfer & RPL:

Learners will be able to have their competency from prior learning and work experience recognised in this qualification through the following arrangements:

  • Credit Transfer: If a certificate with a statement of results or a statement of attainment is produced and verified, a credit transfer process will be initiated by Education Access Australia for the units as per the training plan.
  • Recognition of Prior Learning (RPL): Students can pursue recognition of prior learning by providing relevant evidence of qualifications and/or work experience as detailed in Education Access Australia’s RPL kit for this qualification. If recognition applies, the student’s overall duration will alter, and a schedule of exemptions will be provided.
Exit Points and Partial Completions:A Statement of Attainment will be issued for any unit of competency successfully completed if the full qualification is not achieved.

Qualification Packaging Rules Rationale:Total number of units = 19
11 core units plus 8 elective units
To achieve the occupational outcome of Builder, elective units must be selected as follows:

  • All Group A elective units must be selected from the elective units listed on https://training.gov.au/Training/Details/CPC40120
  • Up to two elective units from either Group B or general electives
  • One elective unit may be from any training package or accredited course as long as it ensures the integrity of the qualification’s Australian Qualification Framework (AQF) alignment and contributes to a valid, industry-supported vocational outcome.

Completion of the general construction induction training program specified by the model Code of Practice for Construction Work is required for any person who is to carry out construction work. Achievement of unit CPCCWHS1001 Prepare to work safely in the construction industry meets this requirement.

The Target Learner

Learner Information
Employment Status:Typical learners are full-time international or local students who may have no existing knowledge or skills in building and construction. They may be working part-time or casually in different industries during their study of this course.
Education Level:Learners will have a minimum education level of a Higher School Certificate (or equivalent) and be aged 18 years or over. Learners will have completed a language literacy and numeracy assessment during the enrolment process and demonstrated their learning capacity to undertake the course.
Reason for Learning:Learners undertaking this course are typically those students who are seeking to pursue a career in building and construction or seeking a pathway to higher-level qualifications.
Pre-existing Knowledge and Skills:Learners’ existing skills relating to the program would be low.

Entry Requirements and Compliance Information
Training Package Entry Requirements:Nil
RTO Entry Requirements: The following RTO entry requirements apply to ensure applicants are able to fully engage in the course and have the required learning capacity to meet the course requirements. Learners must:

  • Be at least 18 years of age at the commencement of the course.
  • Have completed at least Year 12 or equivalent.
  • Have completed the unit CPCCWHS1001 Prepare to work safely in the construction industry. Students must submit evidence of the completion before enrolling in this course.
  • Participate in a Pre-Training Review to determine suitability for the course and student needs.
  • Have an IELTS* score of 6.0 (test results must be no more than 2 years old). English language competence can also be demonstrated through documented evidence of any of the following:
    • Educated for 5 years in an English-speaking country; or
    • Successful completion of an English Placement Test

    *Note that other English language tests such as PTE and TOEFL can be accepted. Students are required to provide their results so that it can be confirmed they are equivalent to IELTS 6.0.

Licensing, Legislative, or Regulatory Requirements:Builder licensing varies across States and Territories, and requirements additional to the attainment of this qualification may be required.
Language, Literacy, and Numeracy Requirements: Education Access Australia will require applicants to complete a mandatory language, literacy, and numeracy skills assessment to determine their readiness to undertake this training and identify any need for support services. LLN skills will be evaluated during the enrolment process to ensure that persons enrolling in the program have the skills to complete all training and assessment.

The assessment includes a reading, writing, and numeracy assessment. Education Access Australia will review the results and make any appropriate recommendations with regard to support or the learner’s suitability for the program.

Education Access Australia can offer a range of learner support including basic LLN support. Participants who are identified as having LLN deficits may be referred to a third-party training provider for specialist assistance prior to returning for enrolment in the program.

Volume Of Learning

Volume of Learning (VoL)
Description: Volume of learning includes all activities required to be undertaken by the typical student to achieve learning outcomes. For further information refer to AQF Volume of Learning: An Explanation (pdf).

Education Access Australia has set the expected duration for this qualification at 1 year (52 weeks). This duration has been set taking into account the AQF volume of learning indicators, which is typically 0.5 – 2 years (600 – 2400 hours) for a Certificate IV and the target learner group which will have limited existing skills relating to the program. It is considered that the duration and amount of training provided will allow students the opportunity to fully absorb the required knowledge, as well as develop skills over time. This amount is not reduced to account for existing competencies, as most learners will not have any prior relevant experience. However, where learners have prior skills and knowledge, they may apply for RPL or credit transfer, which will reduce the course duration if granted.

The volume of learning allocated for this qualification includes all training, learning and assessment activities that are required to be undertaken by the Learner to achieve the learning outcomes. These activities include face-to-face instructional sessions (such as theory training, simulated training and supervised assessment etc.), unsupervised self-study and term breaks.

VoL Summary: The volume of learning for the qualification is 1200 hours. This comprises of:

  • Supervised face to face training hours: 638 hours
  • Supervised face to face assessment hours: 162 hours
  • Unsupervised self-study learning hours: 400 hours
Amount of Training: The amount of training takes into consideration the existing skills, knowledge, and experience of students, the mode of delivery, availability of resources, and the number of units. It is the structured learning – formal learning activities, which may consist of:

  • Classes or tutorials, online tasks, and forums
  • Learning activities
  • Structured simulated workplace experience
  • Workshop activities
  • Structured prescribed reading
  • Prescribed follow-up activities
  • Site visits

This qualification will be delivered over 52 weeks of course duration including 40 weeks delivery plus 12 weeks holidays. All structured activities are scheduled for 20 hours per week. The total amount of training and duration for individual units is set considering the length of training materials, characteristics of the target group, and delivery mode of this qualification. Feedback and confirmation is sought by academic staff if the allocated hours are adequate for the cohort of students targeted in this training and assessment strategy.

Rationale for Amount of Training: The amount of training for this qualification has been determined to enable a learner to:

  • Meet the requirements of CPC40120 Certificate IV in Building and Construction
  • Gain the skills and knowledge specified in the CPC40120 Certificate IV in Building and Construction training product

In active consultation with industry, Education Access Australia has considered the following factors to decide the amount of training required for this qualification:

  • The existing skills, knowledge and the experience of the student (Learner’s cohort): Target clients identified for this qualification are domestic and international students with little or no prior experience working in building and construction fields, and the majority of students will have Year 12 or equivalent. Such learners will require time to develop key requirements for the units of competency. Students will require structured supervised training, and therefore, 30-60 hours has been allocated for the face-to-face training of each unit of competency to allow sufficient time to develop their skills.
  • The mode of delivery: This course at Education Access Australia will be delivered face to face in the classroom. This mode of delivery allows students to have more face-to-face interactions with trainers and classmates and enables the students to easily access face-to-face support and assistance from trainers and staff. Learners are able to access a simulated workplace environment by completing projects to achieve knowledge and skills defined in each unit of competency for this qualification.
  • Complexity of qualification including the number and nature of units in the full qualification: Education Access Australia has considered the complexity of this qualification, and learners are required to complete 19 units of competencies in this qualification. Keeping in mind that the majority of learners may not have prior experience and/or prior qualification, Education Access Australia has analysed the depth and breadth required for each unit, including performance criteria, required knowledge and performance evidence, timeframe required for training and assessment, frequency and sufficiency of assessment. Hours are allocated according to the complexity of the units of competency.
Supervised Assessment Hours: Education Access Australia has also analysed the depth and breadth of the performance evidence and knowledge evidence for each unit in this qualification, and assessment hours are allocated to Written Questions, projects, research, and role play for each unit. A total of 162 hours has been allocated after aggregating assessment hours for each unit.
Unstructured Learning: Unstructured learning may include private study, self-paced assignment or assessment preparation, and research. Students will be required to complete a list of self-study activities in their own time to complement the formal learning they are doing as part of their studies. These activities involve students working on their own with limited direction from their trainer and are assigned for activities such as watching prescribed videos, research and answering questions; practical activities; research and report on topics provided; review of assessment requirements, student guide & self-reflection. These learning activities form a formal part of their training and are mandatory.
