Credit and/or RPL can be provided for those with existing skills and knowledge, allowing such students to complete the course in a shorter timeframe.

Learners will be able to have their competency from prior learning and work experience recognised in this qualification through the following arrangements:

• Credit Transfer: If a certificate with a statement of results or a statement of attainment is produced and verified, a credit transfer process will be initiated by Education Access Australia for the units as per the training plan.
• Recognition of Prior Learning (RPL): Students can pursue recognition of prior learning by providing relevant evidence of qualifications and/or work experience as detailed in Education Access Australia’s RPL kit for this qualification. If recognition applies, the student’s overall duration will alter, and a schedule of exemptions will be provided.

• All Group A elective units must be selected from the elective units listed on https://training.gov.au/Training/Details/CPC40120
• Up to two elective units from either Group B or general electives
• One elective unit may be from any training package or accredited course as long as it ensures the integrity of the qualification’s Australian Qualification Framework (AQF) alignment and contributes to a valid, industry-supported vocational outcome.

Completion of the general construction induction training program specified by the model Code of Practice for Construction Work is required for any person who is to carry out construction work. Achievement of unit CPCCWHS1001 Prepare to work safely in the construction industry meets this requirement.

• Be at least 18 years of age at the commencement of the course.
• Have completed at least Year 12 or equivalent.
• Have completed the unit CPCCWHS1001 Prepare to work safely in the construction industry. Students must submit evidence of the completion before enrolling in this course.
• Participate in a Pre-Training Review to determine suitability for the course and student needs.
• Have an IELTS* score of 6.0 (test results must be no more than 2 years old). English language competence can also be demonstrated through documented evidence of any of the following:
  • Educated for 5 years in an English-speaking country; or
  • Successful completion of an English Placement Test

  *Note that other English language tests such as PTE and TOEFL can be accepted. Students are required to provide their results so that it can be confirmed they are equivalent to IELTS 6.0.

The assessment includes a reading, writing, and numeracy assessment. Education Access Australia will review the results and make any appropriate recommendations with regard to support or the learner’s suitability for the program.

Education Access Australia can offer a range of learner support including basic LLN support. Participants who are identified as having LLN deficits may be referred to a third-party training provider for specialist assistance prior to returning for enrolment in the program.

Education Access Australia has set the expected duration for this qualification at 1 year (52 weeks). This duration has been set taking into account the AQF volume of learning indicators, which is typically 0.5 – 2 years (600 – 2400 hours) for a Certificate IV and the target learner group which will have limited existing skills relating to the program. It is considered that the duration and amount of training provided will allow students the opportunity to fully absorb the required knowledge, as well as develop skills over time. This amount is not reduced to account for existing competencies, as most learners will not have any prior relevant experience. However, where learners have prior skills and knowledge, they may apply for RPL or credit transfer, which will reduce the course duration if granted.

The volume of learning allocated for this qualification includes all training, learning and assessment activities that are required to be undertaken by the Learner to achieve the learning outcomes. These activities include face-to-face instructional sessions (such as theory training, simulated training and supervised assessment etc.), unsupervised self-study and term breaks.

This qualification will be delivered over 52 weeks of course duration including 40 weeks delivery plus 12 weeks holidays. All structured activities are scheduled for 20 hours per week. The total amount of training and duration for individual units is set considering the length of training materials, characteristics of the target group, and delivery mode of this qualification. Feedback and confirmation is sought by academic staff if the allocated hours are adequate for the cohort of students targeted in this training and assessment strategy.

In active consultation with industry, Education Access Australia has considered the following factors to decide the amount of training required for this qualification:

• The existing skills, knowledge and the experience of the student (Learner’s cohort): Target clients identified for this qualification are domestic and international students with little or no prior experience working in building and construction fields, and the majority of students will have Year 12 or equivalent. Such learners will require time to develop key requirements for the units of competency. Students will require structured supervised training, and therefore, 30-60 hours has been allocated for the face-to-face training of each unit of competency to allow sufficient time to develop their skills.
• The mode of delivery: This course at Education Access Australia will be delivered face to face in the classroom. This mode of delivery allows students to have more face-to-face interactions with trainers and classmates and enables the students to easily access face-to-face support and assistance from trainers and staff. Learners are able to access a simulated workplace environment by completing projects to achieve knowledge and skills defined in each unit of competency for this qualification.
• Complexity of qualification including the number and nature of units in the full qualification: Education Access Australia has considered the complexity of this qualification, and learners are required to complete 19 units of competencies in this qualification. Keeping in mind that the majority of learners may not have prior experience and/or prior qualification, Education Access Australia has analysed the depth and breadth required for each unit, including performance criteria, required knowledge and performance evidence, timeframe required for training and assessment, frequency and sufficiency of assessment. Hours are allocated according to the complexity of the units of competency.
